Department of Public Administration is one of the earliest at the “Aleksandër Moisiu” University of Durrës, being one of the founding departments. Over the years, it has experienced a qualitative and quantitative development, both in the increase in the number of students and in the diversification of study programs. Currently, this department administers two double degrees:

The structure of studies includes disciplines from law, political sciences and economics, closely linked to the public sector. The academic staff consists of experts in these three main fields.
Public Administration focuses on the study and management of governance, assisting in the effective administration of various public sectors and the creation of policies for balanced economic and social development.
Nowadays, the management of a state does not only include the public sector, but has a close connection with the private sector and civic groups. Public Administration helps in the development of administrative organizations that can cope with the challenges and rapid social changes, by preparing professionals capable of decision-making and strategic management.
This program aims to train individuals with vision, deep judgment, flexibility and ability to build professional networks, preparing them for the contemporary challenges of public administration and the economic development sector.

Dr. Endri BALLA is Head of the Department of Public Administration, at the Faculty of Political Sciences and Law, at the “Aleksandër Moisiu” University, Durrës. He has completed his Bachelor’s degree in Law at the Faculty of Law, and Political Science at the Faculty of Social Sciences, at the University of Tirana. He graduated in “Master of Science” in the “Criminal Law” profile, at the University of Tirana and “Master of Science” in Politics and Administration with a profile in “Public Administration”, at the “Aleksandër Moisiu” University, Durrës.
Since 2017, he holds the scientific degree "Doctor" in the Management profile, graduated from the Faculty of Business, "Aleksandër Moisiu" University of Durrës.
Mr. Balla has been part of UAMD since 2010, in administrative management positions, and from 2019 onwards has been engaged as part of the University's academic staff.
In the academic world, Dr. Endri Balla is engaged in scientific research projects focused mainly on public administration. He has participated in conferences at home and abroad and has published with a focus on social economic policies as well as in the field of higher professional education, mainly on the advantages that this model of higher education brings but also the need of the labor market in today's times for professionals of this labor market.
He speaks two foreign languages at a professional level: English, Italian.
Prof. Dr. Briseida Mema, professor at the Department of Public Administration of the "Aleksandër Mosiu" University of Durrës, has held the title of Professor Doctor in the field of communication since 2007.
Since 1990, she has been a journalist for the French News Agency (AFP) with headquarters in Paris.
Prof. Dr. Briseida Mema is a board member of the International Coalition against Trafficking in Human Beings, a member of the Artistic Board of Albanian Radio Television, and a member of the board of the French Alliance in Tirana.
Author of several codes of ethics in the field of media and communication. Author and co-author of many studies on literature, history and geopolitical developments in Albania and the Balkans. Author of many articles published in foreign media on developments in Albania that also serve as a research basis for many scientific institutions.
In the academic world, he is engaged in scientific projects at home and abroad.
Prof. Dr. Briseida Mema has been honored with several international awards and holds the title of "Knight of the Order of Merit" and "Knight of the Legion of Honor", two high titles, awarded by French Presidents, J. Chirac, in May 2001 and F. Hollande in January 2014.
Prof. Assoc. Dr. Albana Demi (Mosho) graduated in economics from the Agricultural University of Tirana, and holds the title of Certified Public Accountant and Auditor from CIPFA, England (2006). Before joining the academic world, she comes from a long and successful experience in the Albanian Tax Administration, with a special contribution in the implementation of (e-services, Tax CRM, call center), training not only employees but also all taxpayers. In cooperation with PwC, USAID, IPA, IOTA, OECD as international partners, with public institutions and business associations in Albania, she is committed to reflecting changes in tax legislation, drafting manuals, code of ethics, periodic reporting. She has followed long-term experience exchange in tax administrations: France; Poland; Malaysia. She is fluent in foreign languages Italian, French, Spanish and English, a language with which she is also engaged in teaching.
In the academic world, Prof. Assoc. Dr. Albana Demi (Mosho) is involved in scientific projects at home and abroad, as well as in Erasmus + programs. She is a member of the editorial and scientific board and has publications in academic journals with impact factor, sharing her expertise on topics such as public finance, fiscal policies, money laundering, auditing, public accounting. She is also a participant in national and international conferences and congresses, as an author and panelist.
Arian Dedej has been a Professor at the “Aleksandër Moisiu” University of Durrës since 2010. He graduated from the University of Perugia, “Faculty of Political Sciences”. He has defended his Master’s degree of level II, as well as a qualification course in Humanitarian Law. He has been assessed as a Qualified Advisor of International Humanitarian Law. During his professional career, he has worked at the Library of Historical and Political Studies, at the Department of International Relations at the University of Perugia. Ariani is a Doctor of Science at the University of Tirana, Faculty of History and Philology with the topic “The role of civil society in the process of Albania’s integration into the EU (1990-2009)”. On 29/10/2024 he obtained the title of Associate Professor at the University of Tirana.
Since October 2016, he has been a collaborator with the Institute of Southeast European Studies. He has participated in national and international conferences and has published articles in scientific journals at home and abroad. His scientific research interests are in the developments of Civil Society, European Integration, Transitional Justice and political developments at home and abroad.
Dr. Natasha Hoda is a lecturer at FSHPJ, “Aleksandër Moisiu” University, Durrës. She holds a Diploma from the Agricultural University of Tirana, Faculty of Economics (Bachelor in Economics), from the University of Tirana, Faculty of Economics in collaboration with the University of Nebraska a Master of Science Degree in Public Administration and a Doctorate in Management from the Agricultural University of Tirana.
She holds a 2-year qualification certificate for Bank Finance, at the University of Tirana, Faculty of Economics, as well as a certificate for postgraduate studies (6 months) at the University of Tirana, Faculty of Economics.
She also holds several training certificates in various European countries as well as two one-month training certificates in the USA at Illinois State University.
Previously, she held the position of Finance and Administration Manager at the Mountainous Areas Development Agency for 10 consecutive years.
Dr. Natasha Hoda is the author and co-author of more than 18 publications in scientific journals and regional, national and international conferences.

Assoc. Prof. Dr. Parashqevi Draçi (Proda) is a Professor in the Department of Public Administration, Faculty of Political Sciences and Law at the “Aleksandër Moisiu” University, Durrës. Her previous experiences are in the management of public institutions and the implementation of public programs.
She graduated in Economics from the Agricultural University of Tirana. In 2008, she completed the “Master of Science” program at the Faculty of Economics of the University of Tirana, in collaboration with the University of Nebraska, USA. In 2014, she received the scientific degree “Doctor of Science” and in 2023, she earned the scientific title “Associate Professor”.
She is a lecturer in Public Sector Economics, Development Economics, and Economics and Public Policy.
She has participated in national and international scientific conferences and seminars. Her publications address scientific topics on economics, public services, sustainable development, community participation in tourism development, and development strategies.
Dr. Mentor Beqa is a lecturer in the Department of Public Administration at the “Aleksandër Moisiu” University, Durrës. He graduated from the University of Tirana (Bachelor in Journalism), the University of Geneva (MAS in International Security Policy) and the European University of Tirana (PhD in Political Science with a focus on International Relations). Dr. Beqa is a researcher with over 15 years of experience in academia, government institutions, media and the non-profit sector. His main goal is to bring together scientific knowledge and social needs in developing countries like Albania. He is currently teaching courses on International Relations, Globalization, Political Theory and Research Methods. Previously, he held important state positions as Advisor and Director of the Cabinet at the Ministry of Defense and the Ministry of Interior. Dr. Beqa has extensive experience in both print and broadcast media in Albania and is also engaged in several Non-Governmental Organizations. Dr. Beqa is the author of a significant number of publications in scientific journals and regional, national and international conferences.
Dr. Blerina Sadiku is a lecturer in the Department of Public Administration at “Aleksandër Moisiu” University, Durrës. She holds a degree from New York University, Tirana, in collaboration with SUNY Empire State College, New York (Bachelor in International Relations/Political Science), from New York University, Tirana, in collaboration with Institut Universitaire Kurt Bösch, Switzerland (Master in Business Administration-Banking) and the European University of Tirana (Doctorate in Juridical Sciences-International Law).
Previously, she held the position of part-time lecturer in the Department of Political Science at the “Aleksandër Moisiu” University, Durrës. Dr. Sadiku is the author of a book published in 2011, entitled “The Origin of the Cham Issue 1820-1943” and more than 8 (eight) publications in scientific journals and regional, national and international conferences.

PhD. Majlinda Velçani, since 2013, has been a full-time lecturer at the Department of Public Administration, at the "Aleksandër Moisiu" University, Durrës.
He graduated in Law from the Faculty of Law, University of Tirana, with an Integrated Second Level Diploma (DIND). He completed his Doctoral Studies at the University of National and World Economy in Sofia, Bulgaria, in the Department of Public Law, in the profile “Theory of State and Law. Political and Legal Studies”.
She is a member of several international and national research and scientific projects. She is a member of the scientific boards of international scientific journals and of the organizational boards of national and international conferences.
He has received Certification for conducting training in the field of "Social Harmony and Conflict Resolution", from the Center for International Relations and Balkan Studies.
Majlinda Velçani is the author and co-author of dozens of publications in scientific journals and a participant in regional, national and international conferences.
Ikbale Tepelena is a lecturer in the Department of Public Administration at the “Aleksandër Moisiu” University, Durrës. She holds a degree from the University of Tirana (Second Level Integrated Diploma in Law).
Previously, she held the position of lawyer in the Internal Audit Sector at the Durrës District Council, at the Durrës Local Real Estate Registration Office, etc.
Ikbale Tepelena is the author and co-author of dozens of publications in scientific journals and regional, national and international conferences. Her publications include: “The Process of Internationalization of Universities and its Impact on Student’s Decision Making”; “Fostering Security in Albania and the EU’s Role in the Security Sector Reform”; “Brand ambassadors and influencers taking steps towards sustainability”; “Legal framework and challenges regarding AI integration into Marketing”; “The Legal Framework of Sharenting: Protecting Children’s Rights in the Digital Age” etc.
Ikbale Tepelena is an active participant in a number of academic projects, with a particular focus on the internationalization of higher education, good governance, institutional digitalization, and the integration of AI in teaching.
Arjana Kadiu was born in 1981. In 2003, she graduated from the University of Tirana, Faculty of Foreign Languages, in the field of Translation and Interpretation in German. In 2010, she completed her Master of Science studies in Public Administration at the Faculty of Economics, University of Tirana and in 2019, she graduated with a Master of Science in Marketing at Webster University in St. Louis, United States of America.
In 2024, he earned his Doctor of Science degree in Social Sciences, specializing in Economics and Management, from the University of Sopron in Hungary. The topic of his study was: “Marketing Strategy for Promoting Sustainable Tourism Development in Albania.”
Since 2013, she has been a Lecturer at the Department of Public Administration at the “Aleksandër Moisiu” University in Durrës. Her areas of expertise are Decision Making in the Public Sector, Marketing in the Public Sector, and Sustainable Tourism Development.
Dr. Kadiu has participated in national and international conferences and has published several articles in indexed international scientific journals. She also has advanced knowledge and uses three foreign languages at a professional level: English, German and Italian.
Assoc. Prof. Dr. Elena Kocaqi, Full-time lecturer at the “Aleksandër Moisiu” University of Durrës, in the Faculty of “Political and Legal Sciences”, Department of Public Administration, since 2007 until today. She teaches the subjects Public Administration, Public Policy, Administrative Law, Constitutional Law, etc.
She has been a lawyer at the "Tirana Bar Association" since 2013.
She completed her studies in three departments at the University of Tirana from 2001 to 2012 with very good results.
1- “History” with excellent average results 10 “Gold Medal” University of Tirana full-time.
2- “Justice” University of Tirana, with an average full-time of 9.6.
3- “Political Science” University of Tirana, full-time average 9.3.
4- Has completed his "Master's" studies at the University of Tirana with an average of 9.75
5- Doctorate at the "Institute of Albanology" in Tirana for International Relations, from 2009-2014, defended with excellent grade.

Work experiences are in the public and private sectors, in Albanian and foreign companies, in the banking sector and financial institutions. Since the academic year 2014-2015, part of the academic field, involved in the teaching and scientific research process, part of mobility and teaching programs in EU countries, in Italian and English. Part of working groups in several COST projects.
In 2019-2023, elected as a councilor in the Durrës Municipal Council, vice chair of the Budget, Finance, Taxes - Local Tariffs Committee. Engaged in foreign projects as an expert in Local Governance.
Currently a lecturer at the "Aleksander Moisiu" University of Durrës, in the Public Administration department.
He has a C1 level of proficiency in Italian and English.
