Description of the Department

The Department of Justice began its activity with Council of Ministers No. 350 dated 30.05.2010, as one of the three main pillars of the Faculty of Political Sciences and Law, Aleksandër Moisiu University, Durrës.

Orientation towards scientific research

The mission of the Department of Law (DD) focuses on the development of scientific research and academic projects in the field of Law, analyzing the fundamental, national and international principles, history, application of Law, theoretical thought and its philosophical and critical evolution, jurisprudence and legal technicalities, as well as the interaction of law with other disciplinary sectors.

Some of the fundamental objectives of the DD, based on the Law on Higher Education, the Statute and the University Regulations, aim to:

  1. The development of scientific research in legal studies by conducting research in the field of Law and interdisciplinary research oriented towards the development of doctrine, concepts/theories on Law in time and the approach with other disciplines in the social field or technological sciences;
  2. Dissemination of research results to the national and international scientific community;
  3. Recognition and importance of recognizing the right in public, private institutions and the third sector (local and national NGOs);
  4. Creation of a self-evaluation system for scientific research in accordance with the requirements of the Law on Higher Education in the Republic of Albania.

These objectives seek to be achieved through:

  • orientation towards research resources that promote development and innovation;
  • providing opportunities in the field of research and scientific projects aimed at creating and developing cooperation with academic, institutional and private partners at the national and international level;
  • investment in youth and mobility as an opportunity for cooperation with other scientific research centers;
  • continuous improvement of didactic activity (at the academic level of teaching, research platforms, didactic materials, textbooks and variety of titles, libraries and study places) by intertwining it with areas of scientific research;
  • promoting scientific research by creating study programs that respond to the labor market and attract excellent students (such as high-level doctoral programs);
  • promoting innovation by increasing cooperation with scientific research centers at home and abroad and with various national and international private and public funders.

Scientific research is carried out through:

  • publication in periodicals, magazines or monographs of academic texts (paper or electronic version);
  • participation, organization and promotion of congresses, conferences, seminars, workshops, information meetings, promotional events in cooperation with other Departments of the Albanian Academy of Social Sciences, Aleksandër Moisiu University and other Albanian and international public and private institutions;
  • transfer of research results in the field of entrepreneurship, innovation and the exercise of liberal professions and the judiciary.

The Department of Law guarantees the didactic activity organized in the first cycle and offers the Integrated Studies in Law program (5-year program) that brings graduate students closer to the labor market of liberal professions (lawyer, notary, profiled lawyer, and candidate for magistrate, prosecutor/judge) as well as the following three-year studies in the Law profile (full-time and part-time system).

Law students will have the opportunity to engage in extracurricular activities, enriching their knowledge in this field so important for the future of the country. Law students at UAMD have the opportunity to become part of the Lawyers' Club, the Law Clinic, as well as participate in debate competitions, or mock trials held within the faculty or beyond.

In order to reorganize and adapt to the reorganization of UAMD, as well as in response to the demands of stakeholders and the labor market, the curricula are constantly improving and adapting, responding to the demands of the time, the labor market, and international standards.

Currently, the Department of Law consists of 31 Lecturers with experience in teaching and scientific research.

The Department of Justice takes particular care in creating international relationships that guarantee its students employment opportunities and training internships through agreements concluded at the Department, Faculty and University levels with public entities, private firms or third sector organizations.

Prof.As.Dr. Joniada Musaraj completed his university studies in 2007 in the branch of
Law at the Non-Public University "Luarasi" in Tirana. In 2009 he completed his Master's studies
at the International University of Struga where, upon completion of his studies, he earned the title
Master in Legal Sciences, in the field of fundamental human rights and freedoms. In 2017,
receives the scientific degree "Doctor of Science", Department of Public Law, Faculty of
Law, University of Tirana, in the field of fundamental human rights and freedoms. In
2022 completes studies in the International Post Doctorate Program in "New Technologies and
Law" provided by "Mediterranean International Center for Human Rights Research (MICHR)",
at the "Mediterranean" University, Department of Law, Economics and Humanities,
Reggio Calabria (Italy). Then, in 2023 he receives the title of “Associate Professor” at the University
of Tirana
In 2008 and onwards, Prof. Musaraj is engaged as a full-time lecturer at
Department of Justice.
She held the position of Head of the Department of Justice and later Deputy
Dean for Academic Affairs at the Faculty of Political Science and Law at University"
Aleksandër Moisiu” Durrës. He currently holds the position of Head of the Base Unit,
Department of Law, Faculty of Political Science and Law, ”Alexander Moisiu” University
Durres.
Her research activity is focused on the field of constitutional law. She is the author
and co-author of several publications in scientific journals, regional, national and international
conferences.

Prof.As.Dr.Edvana TIRI

 Associate Professor, University of Tirana (2023).
Administrative, Constantin Brancusi University, Romania. In 2010, he completed his studies.
on this PhD at the Western University of Timisoara, Romania.
Edvana Tiri's scientific research activity is focused on: European Integration,
the expansion of the European Union to the Western Balkans and the protection of human rights.
She is the author of many papers published in scientific journals with impact factor and
participating in national and international scientific conferences.
Member of the Scientific Board of the journals “Revue Europeenne du Droit Social” and “International
Journal of Legal and Social Order”.

Prof.As.Dr Blerina MUSKAJ

Prof.As.Dr Blerina Muskaj has been a full-time lecturer at the Department of
Law at the Faculty of Political Sciences - Law at the "Aleksandër Moisiu" University in Durrës
Her research interests are in the field of European Law and Labor Law. She has participated in
a considerable number of international symposia, conferences and congresses and has published
results of scientific research in domestic and foreign scientific journals. He has participated in teaching abroad in Romania, Turkey, Italy within the framework of the Erasmus program.
Prof.As.Dr. Blerina Muskaj is the author of the book "European Law", approved by the Publishing Council of
Professors of "Aleksander Moisiu" University, Durrës.
From 2007 to August 2010, she worked as a Diplomat - Consular at the Albanian Embassy.
in Rome.
From 2010 onwards, she began working as a first lecturer at the "Aleksandër Moisiu" University in
Durrës.

Dr.Brikena Dhuli

Dr. Brikena Dhuli is a lecturer with long experience in the Department of Law, Faculty of Law.
Political Science-Law, at the "Aleksandër Moisiu" University, Durrës. She graduated
in Law and has completed a Master of Science in Public Law. He has a PhD
defended in the field of Public Law on the topic: "Women's rights - legal and
practical compliance. The case of Albania.”
The main focus of her research is gender equality, with an emphasis on legal aspects and practices.
of the implementation of women's rights in the Albanian and international legal framework. In addition, it
conducts research in the field of public law and human rights.
In the academic field, Dr. Dhuli has experience in designing and developing teaching modules in
public and international law, as well as in mentoring and guiding students in
bachelor's and master's levels. She is engaged in scientific research that addresses issues
contemporary legal and social.
Dr. Dhuli is the author and co-author of a significant number of publications in journals,
scientific and national, regional and international conferences. She has participated in
symposia and open lectures in the United States of America and is part of
international projects, including Erasmus+ Staff Mobility for Teaching and the Stars EU
project

Dr.BRUNELA KULLOLLI

Dr Brunela Kullolli has been a full-time lecturer at the Department of
Law at the Faculty of Political Sciences - Law at the "Aleksandër Moisiu" University
in Durres.
Lecturer of Civil Procedural Law since 2012 and continuing at the Faculty of Sciences
Political - Legal has covered Civil Procedural Law courses as a lecturer in the years
academic year from 2012 to 2025 onwards, in the first cycle of studies as a lecture cycle
approved in the department in the second cycle of studies also approved in the department of
Justice.
From 2012-2016 she held the position of Vice Rector for Academic Affairs at the University.
"Aleksandër Moisiu" Durrës. In 2009-2010 he worked at the State Attorney General's Office
in the Office of the Legal Representative for the Strasbourg Court, etc.
Her research is in the field of Civil Law and other areas of law that are reflected
in articles published in international journals and has participated in a number of
significant number of international symposia and conferences and has published the results of
scientific research in domestic and foreign scientific journals with impact factor. He has participated
within the framework of the Erasmus program as well as teaching abroad in Romania, Spain
Turkey, Germany within the framework of the Erasmus program from 2022-2025
Education
Dr Brunela Kullolli graduated from the University of Tirana, Faculty of Law, in
1998.
In 2002, she obtained her lawyer's license from the National Bar Association of Albania, and has
practiced the profession of lawyer at the legal studio "I.S.K. Law Firm" sh.p.k and is
its founder.
In 2009, he completed his master's degree and earned the title of "Master of Science".

Faculty of Law, Department of Civil Law with excellent study results

on doctoral degree. In 2024, he has applied for the academic title of "Associate Professor" pending
the approval of this title.

Dr.Mentor Isufaj

Dr. Mentor Isufaj is a lecturer at the Department of Law at the University of "Aleksandër"
Moisiu”, Durrës. He holds a Second Level Integrated Diploma in Law from
Luigj Gurakuqi University, Shkodra, and the Doctor of Science degree from the Albanian Armed Forces Academy
, Department of Leadership and Social Sciences, Mr. Isufaj in 2009 received
Lawyer Certificate, in 2012 Mediator License from the Ministry of Justice, in
2013 Public Sector Internal Auditor Certificate from the Ministry of Finance.
Previously, he held the position of Director of the Center for Scientific Research and Excellence,
at the "Aleksandër Moisiu" University, Durrës, Chancellor of the Faculty of International Studies
Integrated with Practice (FASTIP), Durrës, and since 2012 as an External Lecturer at
"Aleksandër Moisiu" University, Durrës.
Dr. Isufaj has participated in several national and international scientific conferences as well as
publications including; "The role of government in a country's economic growth"
(2000-2011, Albania), Mediterraen Journal of Social Sciences, (May 2013), Decentralization and
increasing local government autonomy, WCBEM (2012), etc.

DR.GENTIAN KOÇI

Dr. Koçi completed his higher education in Law in 2003 in the city of
Plovdiv, Bulgaria and then in 2017 he defended his scientific degree
"Doctor of Science" at the Faculty of Law, Sofia University, Bulgaria.
Since 2011 he has been a full-time lecturer at the Department of Justice.
,Faculty of Political Science and Law, UAMD. Currently a member of the Academy
Bulgarian Academy of Sciences and Arts and a member of the Bulgarian Academy of Sciences,
Department of Law. Previously held the position
of the Vice Dean of the Faculty of Social Sciences and Humanities as well as leadership positions in various companies
commercial center in the city of Tirana, has completed various trainings in the sector
Public Procurement and is a Member of the Tirana Bar Association. Research
on his is scientific work is focused on criminal law and more specifically on
computer crime, information technology legislation and
communications, information and national security, intellectual property,
Artificial intelligence.
For several years he was a member of the LIBRe evaluation committee of Esse's works.
Student on legislation in the IT sector in Bulgaria. Author of a number of
scientific publications at home and abroad, making a contribution
important scientific research in identifying and analyzing the problems of
computer crime that not only law enforcement agencies in
Albania but also abroad. Dr. Koçi, in addition to his scientific contribution in this field
,lecturers at the Department of Justice, FSHPJ and criminal-focused subjects
and among them the subject "Cyber ​​Law".

Dr.Ina Petraj

Dr. Ina Petraj completed her Law studies at the Faculty of Law in
University of Tirana in 2007. In 2010, the lecturer completed her studies.
Master in EU Business Law at UT, a regional master organized by the Ministry
German Economy in cooperation with GTZ. She also holds the Degree
Scientific Doctor of Science awarded by the Faculty of Law, UT, with the topic:
"The importance of financial supervision in Europe, with a special focus on Albania."
Ina Petraj is very well versed in English, German and Italian. Some

Dr.Elvina DAJA

Dr. Elvina DAJA, full-time lecturer at the "Aleksandër Moisiu Durrës" University, near
Faculty of Political Science and Law, Department of Law. He has completed his studies
in Tirana for Law (DIND) in 2010 and his first scientific master's degree (MND)
completed in 2012 in the field of "Civil Law" at the University of Tirana.
In the same year he also obtained the title of "Lawyer". In 2012 he started his second professional master's degree in
“European Business Law”, UT, a regional master's degree organized by the Ministry of German
Ekonomy in cooperation with GTZ and UT.
In 2022, he defended his title of "Doctor of Science", in the contracting field, at the University of
Tirana.
From 2012 onwards, she has been engaged as a part-time lecturer at the Faculty of Tirana,
Law Department in the subjects "Business Law", "Property Law" and "Obligations and
contracts" and from 2014 onwards as a full-time lecturer at UAMD.
From 2023 onwards also engaged as an external expert at ASCAL and has

Dr.Olta Qejvani

PhD Olta Qejvani has been a lecturer in European Union Law since 2016.
She graduated with a Doctor of Science degree in Administrative Sciences from the University of
National Institute of Political Science and Administrative Studies (SNSPA), Bucharest,
with a focus on local and regional initiatives in the EU and Albania's approach to
local referendums. She has also been a doctoral scholar at
Charles University in Prague, Faculty of Social Sciences.
He has over ten years of experience in three key fields: public administration, academia and
civil society. Working in the Office of the Prime Minister has strengthened skills in drafting
policies for public administration, especially in civil service management.
At the same time, it has been an important voice in civil society, with a significant contribution
prominent for citizens' rights, youth participation and integration
European. Olta is an active researcher at national and international level, author of
articles on good governance, public administration and approximation with
EU legislation. She has represented Albania in the Congress of Authorities
Local and Regional Government at the Council of Europe, where its project on the participation of
the youth was rated as one of the best.

Dr.Pranvera Beqiraj

Dr. Pranvera Beqiraj is a full-time lecturer at the Department of Law, Faculty of Law
in Political Science and Law at the “Aleksandër Moisiu” University, Durrës. She holds a
degree in Law from "Luarasi" University, Master of Science in "Public Law" from
"Marin Barleti" University, Doctorate in "European Public Law" from the Faculty of
Law, University of Tirana.
Dr. Pranvera Beqiraj is the author and co-author of more than 15 journal scientific
publications and over 15 participants in national and international conferences.
Her publications include: “The Evolution of the Role of the National Parliaments”
in the Treaties of the EU”; “The Reform of the European Court of Human Rights – The ongoing
process”, “Judicial Review in the European Union”; “Subsidiarity in the Jurisprudence of the
Court of Justice of the European Union”, “Students’ Perspective on Freedom of Expression and
Hate Speech in Albanian Universities”; “The Integral Role of the Albanian Parliament in EU
Integration through National Law Approximation (January 2018 – December 2023);
“Stabilization and Association Agreement in the Jurisprudence of the Albanian Constitutional
Court”; etj.

Dr.Lola Shehu

Academic Degrees and Titles: Doctor of Science (2019).
Work experience: Dr. Lola Shehu is currently an effective Pedagogue of
Department of Law at the Faculty of Political and Legal Sciences, University
"Aleksandër Moisiu", Durrës.
She completed her studies at the Faculty of Law, Luarasi University in
2008." Title obtained "Lawyer". He completed his doctoral studies at the Faculty of
Law, University of Tirana. Lola Shehu has more than 10 years of experience in the field
of teaching as a lecturer of the subjects “Administrative Law”; “Law
"Public International Law"; "Criminology-Penology" in universities
public and non-public, as well as academic experience as Head of the Department of
on Private Law, at the Non-Public University Higher School "Vitrina", and Responsible
of the Department of Criminal Law, Wisdom University College.
She is currently a lecturer at the Department of Law, as a lecturer of the subjects "Criminal
Law" (general part) and "Criminology-Penology".

Prof.Dr.Andon Kume

Prof. Dr. Andon Kume is an academic staff member at the Department of Law at the Faculty of Law
on Political Science and Law, "Aleksandër Moisiu Durrës" University.
His academic activity has been carried out at several universities in the country in the field of
European Union Law and Electoral Law. Prof. Kume has participated in a
a considerable number of international scientific activities and has published over 20
scientific articles in prestigious national and international journals. He is the author of three studies
monographs in the field of elections, the basic textbook "Electoral Law" and the cycle of
lectures "European Union Law".
During the years 2016-2024 he held the position of Dean of the Faculty of Political Sciences.
and since 2021 is the Director of the Systems Development Institute
Election.
Prof. Kume is a member of the board of the scientific journal “Interdisciplinary Journal of Research
and Development” and member of the UAMD Publishing Council.

Prof.Asoc.Dr.Shkelqim Xeka

Assoc. Prof. Dr. Shkelqim Xeka is a lecturer at the Faculty of Political Sciences and Law,
Department of Law at the University "Aleksandër Moisiu", Durrës. He has completed his studies in
higher education and received the scientific degree of Doctor of Law at the University of St. "Kliment
Ohridski” Sofia Bulgaria.
His field of study is International Law and International Relations.
For several years he has been lecturing on the subjects of Public International Law, Private International Law and
Financial law, Administrative law.
Assoc. Prof. Dr. Shkelqim Xeka is the author and co-author of several published scientific articles,
national and international journals with well-known impact factors and has also referred to several
scientific symposia both within and outside the country.

Dr.BLEDAR ABDURRAHMANI

DR. BLEDAR ABDURRAHMANI
Dr. Bledar Abdurrahmani is a full-time lecturer at the Department of Justice at the
Faculty of Political Science and Law at the "Aleksandër Moisiu" University of Durrës. He had
graduated in 1999 in "Law" at the "Luigj Gurakuqi" University in Shkodra.
In 2010 he completed his Second Level Master's degree, and then in 2015 doctorate
studies at the University of Tirana.
His areas of expertise include fundamental human rights and freedoms, transitional
justice in a field of law, administrative law, the system of property rights over
land in Albania, the right to tourism, etc. His work expertise includes a large number of
years as a lawyer at central and local institutions, mainly in the field of human rights
land ownership. He also has a significant contribution to teaching at the university, bachelor and master
level.
Dr. Bledar Abdurrahmani is the author of the text The Right in Tourism, as well as many articles
and papers in journals and scientific conferences at home and abroad with a main focus on
human rights, transitional justice and land ownership rights. Dr. Abdurrahmani
speaks English and Italian.

Dr.Dorina Gjipali

Dr. Dorina Gjipali is a lecturer at the Department of Law, Faculty of Sciences.
Political-Legal at the "Aleksandër Moisiu" University of Durrës and head of the courses
“History of State and Law in Albania” and “Public International Law”.
With over 15 years of academic experience, she has held several leadership positions,
including vice dean and department head. Her expertise focuses on
public law, with a broad contribution to teaching, scientific research and analysis
legal.
Dr. Gjipali is the author and co-author of a number of scientific articles published in
national and international level and has participated in numerous scientific
conferences. She is actively involved in national and international projects such as
mentor, consultant and coordinator, especially in EU-funded initiatives such as
Erasmus+ CBHE, Erasmus+ CB for YOUTH, IPA, Europe for Citizensand and the Alliance
STARS EU.
Dr. Gjipali has completed his Bachelor's degree in Law and Master's degree in
in International Law from the University of Bologna, Italy, and holds a doctorate
defended at the Institute of European Studies at the University of Tirana, with a focus on
"European Agenda for the Economic, Cultural and Social Integration of Migrants". 
Currently, Dr. Gjipali is the Chairperson of the Standing Committee for the Progress of
Activities and Student Relations at UAMD and member of the Committee
Leader of the STARS EU Alliance, where he contributes to the internationalization strategy of
UAMD as well as joint academic projects with partner institutions.

Dr.Enkeleida Pulaj

I am a lecturer in the philosophy of law, with a full academic background and experience.
extensive professional experience in the legal and public policy fields. 
I completed my university studies and integrated master's degree in law at
Università degli Studi di Milano, I received my Master's degree in International Law.
Humanities at the Università Europea di Roma, as well as the title “Doctor of Philosophy (Ph.D.)”
in European Private Law from the Università degli Studi Roma TRE.
For almost 20 years, I have been actively contributing to the public and international sector,
cooperated with institutions such as the Delegation of the European Union to Albania,
UNDP, World Bank, EBRD and Council of Europe. I served as a legal expert on
National Strategy for Justice Reform, Administrative and Territorial Reform, and
Public Finance Management Reform. 
I have contributed to the drafting of laws, bylaws and legal opinions in the fields of
important aspects of governance. My expertise includes the rule of law, governance
good, legal advice, normative drafting, and compliance with legal standards.
I have participated in national and international scientific conferences, as well as
published articles in various areas of law and public policy.
At the heart of my commitment lies the belief that combining critical thinking with
legal practice is essential for building democratic institutions and
quality education of young lawyers.

Prof.Asoc.Dr.Evis Garunja

Evis Garunja is an Associate Professor of Public Law at the University of Durrës,
Albania. She completed her doctoral studies in Public Law at the University of
Pavia, Italy, with a dissertation focused on Social Services Legislation –
especially in the areas of social protection, healthcare, education and family.
She graduated in Law and completed a Master's (LL.M.) in "Internacional
Jurisprudence” at the University of Bologna, Italy.
Her other academic qualifications include:
 Postgraduate specialization in Family Law, University of Bologna, Italy
 Advanced Training in International Criminal Law, Skopje, North Macedonia
 Human Rights Training with a focus on women's rights and the role of lawyers,
Sofia, Bulgaria
Prof. Garunja has over 20 years of experience as a lawyer in the field of human rights and has
Collaborated extensively with national and international NGOs as an external expert.
Her academic activity includes teaching and scientific research in the field of law
public administration, human rights and social policies.
Since 2015, she has been a full-time lecturer at the University of Durres. She has

Dr.Anton Gera

Dr. Anton Gera is a lecturer at the Faculty of Political and Legal Sciences at the University of
Alkesandër Moisiu, Durrës. Since 2012 he has been a lecturer in the subject of Law.
Constitutional Law and several other public domain subjects at the Department of Justice of UAMD
Since 2019, he has been the head of the Media Laws course at the Department of Journalism,
University of Tirana. He has completed two levels of study in Jurisprudence at the University
of Naples Federico II, Italy, while he completed his doctoral studies at the Department of
Public Law, Faculty of Law, University of Tirana. He is the author of many articles
scientific papers published in the most prestigious journals in the field of scientific research on aspects

Prof.Asoc.Dr.Eugen Pepa

He graduated in Florence, Italy, in Jurisprudence, with the thesis topic: "Legal Opinion of Albanian Customary Law", with Prof. Paolo Grossi, Academic, with 60 years of experience, member and president of the Italian Constitutional Court.

In 2007-2008 he was part of the program "Brain Gain", a program of the Albanian government, aimed at promoting and returning to Albania graduates from abroad with high results to contribute to the country's recovery.

From 2011 onwards he is a full-time lecturer at the University "Aleksandër Moisiu", Durrës, at the Faculty of Political and Legal Sciences, Department of Justice.

Research interests focus on the fields of legal anthropology, legal history, and contemporary legal systems in a comparative approach.

Assistant LecturerIsida Bishka

Isida Bishka is part of the full-time academic staff at the Department of Justice, Faculty of Political and Legal Sciences. She holds the academic degree. Assistant Lecturer and engages in teaching and scientific research in the field of public law. 

She completed her higher studies in Law at Luarasi University in 2010 with excellent results (DND). In 2013, supported by the University of Castel Sant Angelo, she completed her master's degree in Criminology-Forensic Science with excellent results, in Rome, Italy. In 2015, she completed her professional master's degree in Criminal Law at the Faculty of Law, University of Tirana with excellent results. She is well-versed in several languages ​​of the European Union. She is currently pursuing the third cycle of Doctorate studies in Public Law, at the Faculty of Political and Legal Sciences. Within the framework of the inter-institutional cooperation with the object of doctoral studies with the Tor Vergata University in Rome, the doctoral topic of Ms. Isida Bishka has been selected to be part of a joint study and leadership.

Licensed by the National Bar Association of Tirana in 2013 with the title of Lawyer, she still continues to practice this profession. Since 2017, Ms. Isida Bishka has been engaged in teaching as part of the part-time academic staff at the Department of Justice. In the academic year 2024-2025, she has been engaged as part of the full-time academic staff at this department.

Through an integrated interdisciplinary approach, she aims to promote an academic culture based on meritocracy, integrity and professional excellence in teaching. Dr. Saimir FEKOLLI
Dr. Saimir Fekoli is a lecturer at the Faculty of Political Sciences and Law, Department of
Law at the University "Aleksandër Moisiu" since 2012 onwards, Durrës. He
holds a degree from the University of Tirana in the academic years 2005-2009, Faculty of
Law, "Lawyer". Second Level Master in Criminal Sciences (Post Master) in the years
academic year 2009-2011, Faculty of Law, University of Tirana;
Doctorate in Criminal Sciences, Faculty of Law, University of Tirana, closed in
2015. He has worked as a part-time lecturer at the Faculty of Law, UT, at
Department of Criminal Law. Also lecturer in Mediation and
Arbitration at the Faculty of Social Sciences at the departments of Sociology and
Psychologist. He has held the position of "Jurist" in the General Directorate of Archives. Author
and co-author of articles in National and International Legal Journals; Participant and
Speaker at a series of International and National Conferences from 2010 onwards

Criminal Law (Special Part), Criminal Procedure.

Dr.Loren Liço

Dr. Loren Liço is a prominent legal professional and academic,
continuing a family legacy as a third generation lawyer. He
holds the title of Doctor of Science and serves as a lecturer in law at
"Aleksandër Moisiu Durrës" University, with a special focus on
subjects such as contract law.
Beyond his academic role, Dr. Liço is the administrator of the law firm.

Dr. Loren Liço is deeply engaged in civil society initiatives, especially as the founder of
"Albanian Transplant and Organ Donor Foundation "ERI" His contributions

DR.ELVINA JUSUFAJ

Dr. Elvina Jusufaj works as a lecturer at the “Aleksandër Moisiu” University, Faculty of
Political and Legal Sciences, engaged in the subject of public international law,
international courts and international relations. She is a lecturer in the second cycle of
studies/master's degree since 2015.
Her career spanning over 20 years has provided Dr. Jusufaj with extraordinary experience in
these areas of her expertise. After completing her studies at the Faculty of Law in
2000, worked as a diplomat at the Ministry of Foreign Affairs, engaged in
Department of International Law and Treaties. Later he represented
the Republic of Albania at the United Nations in New York, where he has
in a misson to represented our country and the countries of Eastern Europe (elected) as rapporteur in the Committee of
First Committee on Security and Disarmament of the UN General Assembly, as well as representative
Albania's alternative to the Presidency of the Economic and Social Council (ECOSOC) 2005-2006.
Passionate about studies and scientific research in the European and international fields, Dr.
Yusufaj has offered her contribution to the Albanian Council on Foreign Relations as
Executive Director, a leading think-tank for European and international studies in
Albania. In close cooperation with national and international partners,
scientific research studies and held a series of regional and international conferences on
the European integration of the Western Balkans.
Dr. Jusufaj defended his doctorate at the University of Tirana on the topic "The Security Council
of the United Nations Organization and the Kosovo issue", thesis which is being prepared for
publication.
During this period, he actively participated in national and international conferences as well as
has published in the local and European press.

Msc.Brikena Dyrrmishi

Msc. Brikena Dyrrmishi was born on December 19, 1984 in Durrës. She has
completed his studies at the Faculty of Law at the University
"Luarasi" in Tirana in 2007, building a successful career
consolidated in public administration and in the legal field.
During the years 2012–2013, she served as an external lecturer at
"Aleksandër Moisiu" University of Durrës, Faculty of Sciences
Political-Legal (FSHPJ). She started her professional career as a lawyer in
"Luan Dyrrmishi" Law Office in the period 2013–2015, where he is
engaged in handling civil, administrative and criminal matters.
From 2015 to 2021, she held the position of Head of
Legal Sector at the Durrës District Council, where he provided assistance
institutional legal and has represented the institution in legal processes
various judicial and administrative.
In the period January 2021 – March 2025, he held the position of
Head of the Statistics Office at the Regional Office of INSTAT in
Durrës, where he coordinated and supervised regional statistical processes,
in accordance with national and international standards.
From May 2025 onwards, she has been engaged as an assistant lecturer at
Faculty of Political Science and Law at the University "Alexander"
Moisiu'', Durres.
Msc. Brikena Dyrrmishi is known for her professionalism, integrity and

Msc.Mirseda Shehdula

Msc. Mirseda Shehdula has completed his university studies at the Faculty of Law of the State University of Macedonia (2006–2010), as well as the second cycle "Master of Science" studies in the field of "Private Law" at the "Aleksandër Moisiu" University of Durrës (2013–2015). Since 2022, he has been pursuing doctoral studies in the field of law.

She started her career in education (2004–2009), then practiced law (2010–2013) at the “Dyrrmishi” Law Firm. From 2014 to 2020, she was part of the public administration at the Regional Directorate of Social Security in Durrës, where she held important positions as the Coordinating General Inspector and Head of the Administration Branch.

In the academic field, she has been an external lecturer (2015–2020) and is currently an internal lecturer at the Faculty of Law at UAMD. At the same time, since 2021, she has also practiced as a lawyer at the Legal Studio "F&SH Partners".

Msc. Shehdula is known for her professionalism, dedication and integrity in all her functions. She possesses advanced knowledge in English and Italian, and has made important contributions as an author and co-author in scientific articles. Marsida Feshti Muça

Marsida Feshti Muça was born in Durrës on March 4, 1987. She graduated in 2009.

University'' in 2011. He completed his doctoral studies at the Faculty of Law,
University of Tirana, with the dissertation: "The Role of the European Court of Justice in

Since 2009, she has been a lecturer at the "Aleksandër Moisiu" University of Durrës in
in the field of law, where he is engaged in teaching, scientific research, as well as in
the development of academic content and contemporary teaching methods. There are

Union" and "Administrative Control". She has led activities that connect education
legal practice, as part of the Law Clinic at UAMD, including internships
professional and cooperation with institutional and civil society actors.

academic articles in the field of law. Her research interests include the law
administrative law, European administrative law, human rights and access to
justice.
Ms. Feshti is a member of the Durrës Municipal Council and a member of the District Council.
