APPLICATION AND REGISTRATION PROCEDURES FOR CANDIDATES WITH FOREIGN SECONDARY SCHOOL DIPLOMAS, IN PROFESSIONAL STUDY PROGRAMS, IN FIRST CYCLE STUDY PROGRAMS, AS WELL AS INTEGRATED SECOND CYCLE STUDY PROGRAMS, IN HIGHER EDUCATION INSTITUTIONS
Candidates who have a foreign upper secondary education diploma, who wish to pursue studies in professional study programs, in first-cycle study programs or in integrated second-cycle study programs, according to the deadlines set by the HEIs, for each academic year, compete to be admitted to the relevant studies, students for this category from the HEIs in study programs.
Candidates must have completed upper secondary education and be equipped with the legal documentation of completion of this educational level, must not be registered in another study program in the Republic of Albania or abroad, meet the grade point average criterion determined by decision of the Council of Ministers, and meet the criteria determined by the HEIs for the study programs for which they apply.
Candidates, at the conclusion of the application and selection procedures for registration, according to the deadlines set by the HEIs, submit the recognition and unification documentation issued by the QSHA.
Before applying, candidates pay the application fee for each study program and for each HEI, as determined by the HEI, at the offices of the Albanian Post Office or at second-tier banks to the account of the HEI to which they are applying.
Candidates have the right to apply for up to 10 (ten) study programs at one or several HEIs.
Candidates must submit the following documentation to the HEIs:
a) Application form according to Annex No. 2 of this instruction; (DOWNLOAD)
b) Copy of the document issued by the Educational Services Center certifying the recognition of the upper secondary education diploma, accompanied by a copy of the diploma/transcript of records. Candidates who have not completed the recognition and unification process submit the document they applied for at the QSHA for recognition and unification;
c) Copy of identification document;
d) Proof of knowledge of the Albanian language, issued by the responsible structure (for cases where Albanian is not their native language and they have not learned it in Albanian). Candidates who have completed high school in Albanian may bring as evidence a document from their country of origin that certifies knowledge of the Albanian language. Foreign citizens who have completed a cycle/study program in Albanian at a higher education institution in the Republic of Albania are exempt from this obligation;
e) Copy of the payment order;
f) The declaration according to Appendix No. 1, an integral part and attached to this instruction. (DOWNLOAD)
Candidates submit their application to the respective HEI. After conducting the competitions/admission tests, the HEI sends the lists of winners and their data to the QSHA, accompanied by the relevant necessary documentation.
Candidates who have completed upper secondary education in the same foreign language in which the study program of the HEI to which they apply is conducted are exempted from the obligation to present proof of knowledge of this foreign language.
Candidates carry out the process of selecting winning candidates based on criteria determined by them. HEIs, for each study program they offer, publish the lists of winners on their official website.
Candidates have the right to appeal within 3 (three) days from the announcement of the result. HEIs review the appeals and decide on them within 2 (two) working days from the date of submission of the appeals.
HEIs announce the final lists of winning candidates on their official websites and in their facilities.
Candidates register only in one of the study programs for which they have been declared the winner within the date determined by the HEI. The completed registration is considered final and the candidate cannot withdraw to register in another study program.
The teaching secretaries in the main units of HEIs notify other candidates of unfilled quotas according to the announced list.
After registration is complete and quotas are closed, candidates do not have the right to change their study program for that academic year.
